Hadley immigrated to Hogo because she believed that humanity could do better if given a clean slate. She had not been there a year when she was assigned the task of designing the goddess of humanity's temple. Not only was she affronted that the Empire would encroach on their independence and freedom to create their own future, but that it would be her design that would serve as the symbol of the Empire's control over Hogo.
Kai of House Rega felt that he had indeed been blessed by the gods when Admiral Jei assigned him to Hogo to consult on the goddess of humanity's temple. This was the perfect opportunity to move away from the military and more towards a diplomatic career. He expected Hogo to be a stepping stone, not a permanent position. Clearly, the gods had other things in mind.
